That he does! I think I liked him best when he played the old sea captain in Blackadder - You have a woman's hands! I love that line.

To me Baker is a great actor, though sadly not often used. He's made many cameos (Swiss Toni, Fun at the Funeral Parlour, the lives and Loves of a She Devil, Selling Hitler) He has the potenial to not only play comic parts, but serious ones as well.
That "moving gif" image is taken from the 1980 opening story "The Leisure Hive" (available on BBCDVD) where a "false" image was produced on a screen. The story also starred Adrienne Corri (A Clockwork Orange) and some may be suprised to find a young DI Sgt "FANNYING ABOUT" Fowler from "The Thin Blue Line" as the story's main villian.
I own two Tom Baker dolls. One an original Dapol produced figure without scarf (never produced) and a Product Enterprises produced talking doll complete with jelly babies and scarf (and K9).

Not often used... well if I could make my lame-wad BtVS story "REAL" I would definitely try to cast him in it
